Illinois
Martin is Correct ENV and CCE are not the same.

ENV is effective neutralizing value. It takes into account Chemical makeup (CCE) and Fineness of grind to determine effectiveness.

Different states and different labs will have different standards as to the Mesh screen sizes they use and the effectiveness factor they use for each screen sizes.

Illinois for example actually breaks down the sizes further
Coarser than 8 5% reactive
8-20 20%
20-50 50%
50-100 100%

CCE's may be in the 90%, but i would expect most ENV's to be more like 40-60%. Illinois "standard" ENV is 46.35
