As an historical aside, at the end of WWII, US strategically wanted wheat for export because production in Europe had been destroyed and Europeans were at risk of starving. US wanted to feed Europe to prevent communists from taking over Western Europe.

The corn belt was capable of growing all the corn needed to supply our country with animal feed grain, and couldn't reliably grown high quality wheat.

So the USDA policy at that time was to encourage essentially every single acre of the western prairie to go into wheat production.
