If he chooses not to participate in the farm program that is his choice. He should still be able to certify acres update yields etc. so that the farm would be eligible in future years. He should also be able to sign up your individual farm and not any of his others if that is what you would like as a farm owner.

I think you are right, but there's one caveat. If the operator is not participating because of being out of compliance with swampbuster, etc. that may make for a different situation. |
