This is correct.  Humidity makes a huge difference, and it only takes high humidity while mixing and conveying to introduce enough to cause problems.  If its "dry air", you can mix straight urea and ams and never have a problem, if its really high humidity it will get gummy and set up hard if it does dry out later.  If you mix under these humidity ranges you won't have problems as long as it went into the shed "dry".
