How late do you usually run cattle on graze out?

The reason I ask is that would determine if I personally would try what your talking about.....

If we're talking first of May, I'd spray it out to keep anything from going to seed, then I'd duckfoot it 6in deep or so to take out the surface compaction. Then you should be good to drill after you get some recharge from our usual wheat harvest rains. It will take water way better behind the chisel plow than the disk. I would not be afraid to wait until July 10th for a recharge rain, but usually you'll get those in June
