This could result in an unacceptable pressure drop. In extreme cases I suspect the turbine might need to spin so fast that the electronics can not "keep up" and appear as a blur rather than distinct individual pulses which are necessary for accuracy.

Raven's flow meter capacity ratings at least, are based on their maximum flow rate with a standard pressure drop. I forget what pressure drop value is used. This allows a person to choose the flow meter best suited for their situation. I don't know if this is an industry standard but I suspect so.

If the flow meter is too small, there may be unacceptable pressure drop or the inability to get the desired flow rate passed through. If the flow meter is too large, the turbine may just stall out and not turn thus creating no output pulses.
