375 will work for oven temperature and time depends on the doneness you want. You will probably be rare after searing it.
Sirloin is not tenderloin or the strip loin of a T-bone but depending on what cut of the sirloin it will be good.
The butter and flour should yield a gravy of sorts if you were to deglaze the pan with a bit of stock.
