Steel shingles will be the best for wind. Interlocked and screwed down. Many with a 50 year non-prorated warranty. Supposedly, the warranty is to 110 mph winds on some brands but salesmen note before that wind speed, the sheeting and all is torn off the roof. Multiple roofs and angles would not be a problem for an experienced crew and waste would not be an issue- or at least no worse than asphalt. Also, winter application would not be a problem.
