It is the sun that makes a difference.
A sunny day here with temps well below 0 are still nice days for working outside as long as you can be in the sun, just not getting many sunny days this year but temps are above normal and mostly just above 0C but air is damp even with snow and ice melting it still feels cold and not pleasant working outside at all.
Talk about sunless blah
