Exactly.  there's more out there today that just won't work because they don't need to.  No responsibilities etc.  I would say there's probably the same percentage that can't work than there was before, but a larger percentage that won't work than there used to be.  I don't mind helping people get on their feet, once.  but if they won't help themselves then it's a lost cause.  I also don't mind the ones that can't work due to health or age.  That's what these programs are designed for.
