I've never done the "make an offer". I have purchased several from GoDaddy and they host several accounts for me. Never had a problem with them.

I do have several domains on "backorder" from Godaddy. Backorder means that they watch the domain and IF it ever becomes available, then I MIGHT have a chance to buy it. They are supposed to alert me if one expires. I've been waiting almost 20 years on one. The company that originally had the domain went out of business years ago, but the company that bought the assets got the domain. They also went out of business, but again it went to the next owner. Recently there was some kind of transfer with the domain, but I still didn't get a chance to buy it.

Yes you should be able to transfer the domain to the host of your choice after you buy it, unless there is some fine print in the purchase agreement through godaddy.
