Yes, you owe the money. 3.5 gpm is manageable if it will do it all day long. Choke your outlet down to a peestream and have some big tanks. I have a 2 gpm well that I will pump if I get desperate for water. Probably would be using it already if it had power to it. Got to have a big tank to pump into for storage, then it will work.

BTW, people put a lot of faith in bailing a well but the real test is a pump and several hours of pumping which you can't do unless the well is cased.
