Flour has a short shelf life. It not the startch but the fat in the flour that goes rancid. Just like oats the shelf life even for properly stored f flour is one year. That is only for bleached white flour. Whole grain flour lasts for only a couple months. Freezing flour will be the most effective way to keep it from going rancid over the one year mark. However that comes with the problem that it picks up off flavors in not stored air tight.

With sugar your plan should keep sugar fresh forever.
