When it comes to national economy the house, senate and Supreme Court are what matters. No president would get to determine a national shutdown.

In terms of state government, even the strongest conservative states would likely cave if (it’s not gonna happen because there wouldn’t be enough votes in the senate) the federal government enacted a shutdown and basically tied it to any federal funding.

This whole topic is mute because by time Biden puts his foot in the from door the vaccine will be getting allocated to the most susceptible population. If they get a large percentage of the 60 and over population vaccinated then there is absolutely little need of a shutdown.

Yes I’d trade you governors in a heartbeat.
