Not a answer to your question, but if there is any way you can trench in some perforated drain tile, below frost line, into soil that will absorb water, it will save you bucket loads of money, to put in a bleed valve and run water to keep what ever kind of waterer you have, open. can leave the electric hooked up but if thermostats are set right, it wont run the elements, unless it had terrible wind chill.
there are thermostat controlled bleed valves available, that change the amount of water running by the temperature in the water bowl.

think of it this way, a 750 watt element would equal a 1 hp pump running. actually a 1 hp pump would normally not be drawing full load.
That much water would keep several waterers open in my area where we seldom get below -20F.
