in my location/climate - I like to keep the thermostat above freezing. Generally at 38° - 40°F. It keeps the frost from infiltrating the floor concrete and it only takes minimal time to bring temp up to 55° or 60°F when I'm working in there. In my opinion, it takes more energy (expense) to heat up a place when it's below freezing temps, then it does to maintain an above freezing temp.

ETA: in a small garage like you list, it would take little energy/cost to maintain 40°F in such and turn up when working in there.
