Yes, Whole House Filters have flow capacities and it sounds like you have one that is too small. You did not say what the flow rate is at 24psi from water supply - but, I would want a higher capacity filter system. There are several listed on various sites on the net. You may even have to get a pressure tank or holding tank before your pump to help with adequate flows to all devices.
