My thoughts are the filter by pass valve has too small of an orifice and pulling a fluid thru a filter media is not going to work well unless your filter is very porous.Most home filters I have seen are filtering to a very small micron level,screen would allow better flow and keep out potentially damaging grit IMO.same reason why hyraulics filter under pressure not suction in most cases.
