I think the confusion comes from the change from both lights flashing to one flashing and one solid. That simply doesn't register as a "turn signal". If the opposite side lamp were extinguished instead of being solid, I wonder if that would help. Also flashing the lamps at different frequencies for warning and turn doesn't seem to help.
Maybe hand signals are still the only alternative.
