You should have 12 volt power to the electrical stud on the pump cover when the key is on. Should should also hear a click and feel it with your finger tips. If you have 12 volt power but no click or feel, the solenoid is bad. It's easy to replace by taking the cover off. If it clicks and you feel it, you have bigger problems in the pump, as long as you have fuel in it.
