I think video/camera over lte data will take up alot of your allotted cell phone data plan., might get expensive if you are going with some type of cellphone carrier.
I don't think you really need a 'special' router, but I'm not sure what you are gaining with the router in your case...Can you just move the phone closer to the camera to connect it to wifi?

Side Note: I'm going to try something similar. I'm going to purchase this hot spot and try and gauge how much data it uses, throw it in a shack next with 110v and use that as the internet and try the steps gms bin switch system to see if I can remote turn on the bin fans...and use a wifi camera/solar panel) to try and monitor the bin remotely.

If you were looking for a special router, cradlepoint makes some routers that are designed to be used with cell phone data and hardware as the source. Something like this one.
