First you have to align the lower variable speed sheave so it’s parallel/in the same plane as the upper sheave on the end of the countershaft.

Then you need to run it. If your cylinder is plugged, you can pull the pin on the two speed so everything turns but the cylinder.

Then adjust belt tension with speed adjusted to slowest setting. Adjust and run it, stop and check, rinse and repeat until you have the gap between the halves of the lower sheave as specified. You are reaching in the “circle” of the big belt and checking down in the big spring loaded sheave that the belt will force open.

If you don’t get the gap opened up, your belt will get slack when you slow the cylinder down. If you have too much gap you may not get the full range of rpm. The width of the belt also determines how much of the specified range of rpm you can get, but I’m assuming you have just installed a new one.
