Incentivizing bulk commodities like corn, beans, wheat, beef and pork to provide food processors cheap inputs and the ability to keep shelves in grocery stores full. Providing full reports of these product quantities on a regular basis, thus not allowing prices to move out of line. See crop insurance, dairy pricing, water control, meat processing controls (and lack thereof), etc. Its basically allowing the govts hand into all facets of production while allowing processors carte blanche.
