| Why are you waiting for the foreclosure if you want to own it? Is there a residence that they are living in? If so, then you won't have any foreclosures proceedings until after 12/31/2020...foreclosure moratorium on any occupied property.
If they are behind...offer to buy it less any reinstatement costs to satisfy the lender.
This is way to complicated and you are leaving much to chance by waiting. Be aggressive. You need to go talk to them and work out something that includes their lender. I'm sure the lender would be happy to clean this up prior to going through the foreclosure process. However, it won't be an easy process and will require legal advice.
