When I've had rotor adjustment problems they were usually due to a faulty limit switch. You can try bypassing them and see if that works. As has already been said, you can remove the chain and do some adjusting by hand, but I bet if you get your multimeter out you can find the issue. The switches can be bypassed, just be careful not to move it past the limit without them on there.
