Why don't they just bulldoze the top into the bottom, cover it with 50 ton to the acre of pen pack feedlot manure and plant it to alfalfa? That's what the cowboys would do here in Nebraska.
In all seriousness though. We get so muchbless rain erosion isn't neallrly as much of a problem. Is the white layer caliche?
