I seeded a grass waterway on our farm with a JD750 as I don't own a brillion type seeder. I mixed some wheat and rye with the grass seed as a nurse crop. I don't have experience seeding through the ECB but in my opinion as long as they drive the same direction as the matting I believe it will stay in place (hopefully there are some sod staples in it).
Its worth trying compared to broadcasting on top. We have a project here that is in the same situation and NRCS wanted it hydro seeded. I told the farmer to save his money as there is a significant amount of flow through the waterway and the likelyhood of hydroseed holding wasn't very high. My suggestion was to no till through it. Nothing has been done yet.
