The stems on the oats have 2 layers to them. I bale when the inner layer is dry. Have to peel the outter dry layer off and look at inner layer. Oats fool a lot of people because of this. The outter layer will crack and a moisture meter will test dry on it. But unless that inner layer is dry those bales will heat and spoil.
