Most of the "roadless wilderness" in the west had been grazed for decades before the roads, cabins, and other human sign were removed in the 60's. The height of settlement in the interior was around 1920, that is when the most rural counties had their highest population and have declined since. Sheep grazing was the biggest agricultural activity in the high country. That gradually declined from the 20's right up until the present day, when there are 80-90% fewer animal units on federal land, and more cattle, fewer sheep. the 70's were an unusually cold spell for the midwest, I'd bet the same was true for the west, the 70's were also a booming house building time, and those houses popped up all over the countryside in areas that hadn't had anything to burn for 100 years and were in a cool wet part of the climate cycle. 50 years of growth, more normal weather, and decaying infrastructure= more and bigger fires.

Look at most historical farm photos from the early 1900's, the woods are usually bare, no underbrush at all, the Indians weren't raking the brush***
Remember the good old days when the media made fun of Dubya for clearing brush? Reagan library used goats for fire suppression before it was hip.
