Just a wild guess here, but confectionery sunflowers generally have the hulls removed before they are a food product. Thus chemical residue on the surface doesn't show up in the finished product. Wheat has the whole kernel ground into flour, so the residue would stay with the product.
Why is it OK to desiccate confection sunflowers with Paraquat but not wheat?
