Stalls/stanchions or a parlor? We predip half a side, then go back and strip and clean individual towels for that half, then put them on. 2-3 min seems long. Also do you have auto take offs? They might be over milked, causing teat end damage. Never milk them dry dry.
Have the inflations and hoses been changed recently? Make sure inflations aren't twisted. Clean and/or rebuild the pulsators.
Do you have a dealer who could look this all over? Maybe when the electric fried it threw off something like the vacuum level.

These are just a few things I didn't see above. The easiest might be just to dhia test the whole herd. Might just be a couple that took the electric fire harder and need to be shipped. I'm not sure how many you milk, but a cow that had a multi-million cell count can really add to the count.
