Common sense would tell me it HAS to work this way.
I realize common sense isn't too common in govt................but surely a farm that has attained 76% of APH would still qualify if a 74% loss does. Would be ZERO reason for 2% more loss to get compensated to up over 90% of APH and the other 76% field left holding the bag.
