I agree with Stephan on this.
Just make a good old fashioned redneck drag out of a piece of chain link fence... take a large piece of wood, wrap the fence material around it and attach it to your tractor or truck with some chain.
You can make it as big as you want, put some weight on it and haul a$$ so it lightly covers the seed and will smooth out the surface.
Done many times myself and the germination is always great.
No till & cow manure, Disk it in?
