All depends on if you are adding nutrients and lots of biomass with tillage, and how deep that tillage is that will have the greatest effect on building soil. Or when adding manure into the system. The N will benefit in the breakdown of residue and left on top with leave the system(as carbon from the stalks can too if not introduced to soil life). Happy medium to everything but I've seen farms with livestock raise om faster with tillage than I have any field that was left in a notill system with just commercial fertilizer. Fall tillage to incorporate manure and seeding a cover is my plan. Plenty of N for the microbes and something to keep any excess out of the water. Water infiltration on my rye fields is always better than my other farms.
