I think if you stripped it down and put some draglites on , you could be in the tens with a performance model 3, I've only ever seen people strip down the S though. Such a heavy car that maybe you can only get in in the low 11s.
Edit: a word about how unfeasible this would be. The way they have these sedans set is with pretty big rotors/calipers so you be looking at pretty substantial swap to get the unsprung weight down.
