| This has been like this forever - long before trump obama, bushs, reagan, etc. Many suggest it's a method to further consolidate farms so government has fewer voices to deal with. Of course, when you reach payment caps and your expenses are not 50% below that of smaller farms, it doesn't make a great case for consolidation. It does make a case for figuring out how to game the system though but I'm not going to equate size with unethical behavior (everyone does that).
Probably the correct answer is for the government to get out of the support business since they, like everyone else, have no ability to predict weather or markets. Generally they cause everyone to ignore market signals and run their business for the gov't rather than agriculture. This isn't good.
