It looks really level? I would consider shredding then disking in some lime and 11-52 if a soil test calls for it. If there is erosion concerns drill oats asap. They would die off for planting in the spring unless you are too far south. Or could go with some rye and kill it off in april next year.

Here where we probably have more slope on CRP I would check for fertility, level the rough spots maybe set it on fire in the spring and plant beans in it. If it isn't practical to burn standing weeds don't affect the planter much in my experience.
