Is it a whole brisket or just the flat. If it is just the flat try placing bacon on top of it to add moisture.

I never wrap in foil. Only no wax butcher paper. You don’t want to stew the brisket.

Strictly salt and pepper for rub is what I do. Not too much so you don’t overpower the beef.
