I had to Google the Tersus base as I am not familiar with it. I see it also reads BeiDou, which I do not believe the 2500 reads. There are satellite predictors out there to see what should be visible from any location on earth. I personally us the one from Trimble. Make sure you also download a current almanac for it.

One other factor that could be part of the issue, is that the number of satellites does not have as big an effect on DOP's as the location of said satellites. 20 sat's with a poor spread could give you higher DOP's than 10 with a good spread across the sky.
