What goes on inside the base unit and how it differs from "real" RTK?

I may be all wet on this, but it is my perception that the RTK units look at the error that each bird has, check what birds the tractor receiver is using and then report on how much each bird is off??

Does the Baseline just average the errors that all the birds are reporting and then forward that to the tractor, or does it look at the error of each bird and forward that info to the tractor unit, where it is sorted out? Or is it something different?? How long does the unit take to acquire correction and what happens if the Baseline signal is temporarily blocked by terrain, trees, or man made structures?
