US did try to bomb military targets in both Germany and Japan but bombing from 30000 feet was wildly inaccurate because of winds, visibility problems and flak and fighter harrassment. So Brits and US began a lot of indiscriminate bombing of cities and eventually fire bombing to do more damage. One night of fire bombing of Tokyo killed as many as the Hiroshima bomb. Indiscriminate civilian bombing by Japan and Germany made the Allies pretty unsympathetic. Took a lot of bombers and some were always lost. An atomic bomb only needed one plane hitting a target somewhat accurately. But the horrific aftereffects place nuclear weapons in a different category from convention weapons.
