If we have to have a farm program my proposal would be this.....

Quick and dirty plan.

Any fed help, direct payment, ldp, cfap, mfp, insurance---ALL of that would be based upon the percentage of renewable fuel (soy, ethanol, etc) that a farm utilizes.

Say there is a base payment set at 70% of current program benefits. The remaining 30% is a progressive chart that encourages farms to use their own product. 1% usage gives you X% of additional payments. 2% gives Y%... etc.

This would theoretically help utilize additional crop when planted acres are high. More planted-more fuel used, more bio fuels demanded.

This would help grow infrastructure. Farm fuel suppliers, in order to meet farm demand for bio fuels, would need to install additional tanks to handle additional demand. Suppliers would want to maximize the revenue potential of these investments... they would likely utilize these in their consumer fuel sales.
