Yes variable fertilizer too. But in some instances only N for added fertility. The low ranges have very high fertility from years of stagnant rates. Water or poor emergence is why those areas struggle. And lack of water not too much. That's where the best ranges struggle. Flooded flats and burnt up hills. Happens all the time. Many times in the same season.
