I was harsh in my reply and realize now that 30%-70% is a wide range even within that map. 29% would be yellow on that map.

I wish the crop looked perfect in my area of course. I do disagree with too your statement about the top few inches part. Most of the fertility in the soil lies in that band. No plant available water means far less plant available nutrients
