I've been using a reolink argus 2 (battery camera) exactly as you describe. It'll allow you to access on your phone via either cell signal or by being on the same LAN as the camera and using wifi. There is a slight lag either way. Basically you just learn to stop the truck a second early and you'll be fine. It's one of the handiest things for loading and unloading trucks.

I also have some amcrest cameras. They work well too but the reolink app is nicer. I went with amcrest because they support onvif for local network storage while reolink does not.
