When you say it's an older unit, it didn't occur to me that it may have a built-in firewall. By all means, turn off any firewall.

There may also be a "bridge" setting, which is essentially what you want.

You may want to (in this suggested order) -
1.) Update the firmware of the older unit, even if it's an old version.
2.) Re-set the unit to factory-fresh settings
3.) Try a different ethernet wire connecting the older unit to the newer modem/router
