Think about it this way. As long as both tanks are on the same level, the "head" pressure of the fuel on the suction line is the same. If one tank is fuller or has a higher level, the head pressure on the suction line is higher in that tank and will draw it down faster and even them out even if you don't have a crossover line. The return lines should be close to equal length and size or this can affect it also. The only time you will have issues is if you have a restriction on the breather tube which will cause that tank to draw down differently. The only one we had a problem with without a crossover on was a truck we bought that had only one return line to one tank and even then it only was in certain conditions where it had a problem.
