Use AP toolbox to monitor the manual override state when the wheel is being turned and when it is not. If the system is showing manual override active even when you are not turning the wheel there is obviously a problem with either the wiring, the switch, or possibly the steering hand pump. You can try unplugging the switch to see if the override status changes and to rule out wiring. Also keep an eye on override status with the key on but engine off. I've had a steering hand pump with an internal leak cause the manual override to stay active all the time. The state would change to inactive with the engine off so that helped to rule out the switch. Most times it has been the switch itself being bad in my experience though.
