I would take the head off and pull the rod out and replace the plunger before digging it up. I've repaired several this way. The plunger gets worn and let's water bypass the drain hole.

And if inspection shows its corroded off at the pipe near the concrete, then you have to dig it up or somehow repair it.(fun job with a shovel inside a building, not much more fun up against the outside of a building. BT>(: |
