It means different things to different people depending on where you live and your general outlook on life. Guys in Texas, Oklahoma, New Mexico, and other places deal with heat and dryness every year that we in the Midwest see only every ten years or so or never. They are used to it so don't get too excited about it. Guys in the Midwest start getting worried when the yard turns slightly brown. Guys in the Midwest that have a somewhat negative outlook on life start fretting about dryness two days after the last rain. The answer to your question is very subjective.
